MeitY Launches the Graphene-Aurora Program, a Rs 94.85 Crore Push to Build India's Graphene Industry

A Rs 94.85 crore bet on a material India mostly imports
On August 23, 2026, at a function in Maker Village in Kochi, MeitY Secretary Alkesh Kumar Sharma launched the 'Graphene-Aurora Program' — a Rs 94.85 crore effort to build out India's capacity to actually manufacture and commercialise graphene, rather than just research it in university labs. The program is jointly funded by the Ministry of Electronics and Information Technology, the Government of Kerala, and industry partners, and will be implemented by Digital University Kerala.
Alongside the funding announcement came a new institutional structure: the India Graphene Engineering and Innovation Centre (I-GEIC), a not-for-profit Section 8 company that will run day-to-day operations. I-GEIC's initial home will be a facility Kerala recently opened at the Digital Science Park in Thiruvananthapuram, before it presumably expands as the programme scales. Carborundum Pvt Limited has signed on as the lead industry partner — a signal that at least one established materials manufacturer sees enough commercial promise in graphene engineering to co-fund a government centre around it.
Why graphene, why now
Graphene — a single layer of carbon atoms arranged in a hexagonal lattice — has spent close to two decades as one of the most hyped materials in science: it is roughly 200 times stronger than steel by weight, an excellent conductor of both heat and electricity, and near-transparent. The 2010 Nobel Prize in Physics went to Andre Geim and Konstantin Novoselov for isolating and characterising it. What has proven far harder than discovering graphene's properties is manufacturing it consistently, cheaply, and at the purity different industries need — battery electrodes want different graphene than aerospace composites, which want different graphene again from flexible electronics.
That gap between lab-bench graphene and factory-floor graphene is precisely what Sharma's remarks at the launch targeted. He said that building a "commercialisation ecosystem" for graphene as an emerging material would help India take "a pole position in the world's new material market" — language that frames this less as a research grant and more as an industrial-policy move, aimed at the same lab-to-fab gap that has slowed graphene commercialisation globally, not just in India.
Kerala's second graphene bet
This is not Kerala's first move into graphene. In February 2026, the state approved India's first comprehensive state graphene policy, backing an industrial park in Palakkad along with subsidies meant to seed a domestic graphene manufacturing cluster. The Graphene-Aurora Program, coming roughly six months later with national MeitY co-funding and a dedicated non-profit vehicle in I-GEIC, reads as the next concrete step in that same trajectory — moving from policy framework to funded institution and physical facility, and pulling in central government money and an industry partner alongside the state's own commitment.
Kerala has spent several years positioning itself as India's graphene hub, anchored by government-backed graphene research at institutions in the state and the Centre for Nano Science and Engineering ecosystem more broadly. Maker Village in Kochi, the venue for the launch, is itself a state-backed electronics hardware incubator, which suggests the program's founders want I-GEIC embedded in a startup and manufacturing ecosystem rather than run as a purely academic centre.
The bigger import-substitution picture
India's appetite for graphene and related two-dimensional and nanomaterials has been building alongside its semiconductor and battery ambitions — sectors where advanced carbon materials show up as everything from thermal interface materials in chip packaging to conductive additives in lithium-ion battery electrodes. Indian researchers elsewhere have been chipping away at the raw-material end of that chain too: scientists at CSIR-NEIST in Assam demonstrated earlier this year that low-grade graphite mined in the Northeast could be upgraded into graphene oxide, an import-substitution play aimed squarely at reducing dependence on imported feedstock.
The Graphene-Aurora Program sits a step further up that value chain — closer to engineering and commercialisation than raw feedstock production — and its Rs 94.85 crore outlay is modest next to headline semiconductor mission numbers (India's Semicon 2.0 programme alone carries an outlay above Rs 1.27 lakh crore). But advanced-materials programmes like this one are typically judged less by their initial budget than by whether they succeed in building durable institutions: a testing and characterisation facility, trained engineers, and industry relationships that outlast the launch-event headlines. I-GEIC's structure as a standing non-profit company, rather than a time-limited grant scheme, is meant to give it exactly that kind of institutional durability.
A crowded, unresolved global race
India is a late entrant to a race that other governments started years ago. The UK built the National Graphene Institute at the University of Manchester — the birthplace of graphene research — around 2015, and has since layered on the Graphene Engineering Innovation Centre to push lab discoveries toward manufacturing. South Korea, China and Singapore have each run their own state-backed graphene commercialisation pushes, with mixed results: despite more than a decade of global investment, graphene has struggled to move from a "wonder material" narrative into high-volume industrial products outside a handful of niches such as composite coatings and specialty batteries. Manufacturing consistency — getting the same electrical, thermal and mechanical properties batch after batch, at industrial volumes — has been the persistent obstacle, more than any single country's funding levels.
That history is the backdrop against which I-GEIC's Rs 94.85 crore mandate has to be read. It is not a research grant competing for citations; it is an attempt to build the unglamorous middle layer — characterisation labs, pilot-scale production lines, quality standards, and a bridge between academic graphene work and manufacturers like Carborundum who need a reliable, specified material rather than a promising lab sample. Whether a Section 8 non-profit structure, run out of a Kerala electronics incubator, can build that middle layer faster than better-funded efforts elsewhere is an open question the programme's own architects would likely concede.
What to watch next
The program is brand new, and the details that will determine whether it succeeds — I-GEIC's board composition, its technical roadmap, additional industry partners beyond Carborundum, and any startup-facing services such as shared fabrication or testing infrastructure — have not yet been made public. Given the Palakkad industrial park's own multi-year runway, a reasonable expectation is that Graphene-Aurora and I-GEIC take a similar multi-year path from launch to any commercial graphene products reaching Indian manufacturers. For now, the program marks India's most concrete national-level institutional commitment yet to closing the gap between graphene research and graphene industry — a gap that has stalled the material's commercial promise worldwide, not just at home.
