ISRO Clarifies Its Research Role as Industry Takes on Manufacturing
ISRO’s September 6 statement rules out privatisation and retains government control of critical infrastructure. Programme-level transition arrangements still need scrutiny.

ISRO has issued its own clarification of the manufacturing transition being debated around the space sector: the agency says it will remain a government institution focused on advanced research and national missions, while industry scales mature systems.
The September 6 statement explicitly rejects privatisation and says ownership and control of critical national space infrastructure and strategic capabilities will remain with the government. It also describes private participation in operations and services as conditional on applicable security, safety and regulatory requirements.
What is changing
The statement places frontier R&D, space science, exploration and strategic missions at the centre of ISRO’s role. Mature launch vehicles, routine satellites and other established systems can increasingly be produced by industry or public-sector companies through competitive processes.
It assigns policy direction to the Department of Space, facilitation and authorisation of non-government participation to IN-SPACe, and commercialisation of mature capabilities to NSIL. These are stated institutional roles, not evidence that a particular factory, workforce or programme has already transferred.
The clarification also gives stronger primary evidence than accounts of IN-SPACe chairman Pawan Goenka’s comments alone. Business Today’s September 6 report describes a September 4 letter from nine employee associations seeking clarity. That letter itself was not obtained for this review, so its details remain attributed to the report.
Why implementation matters
The distinction between technology transfer and institutional withdrawal is useful. It leaves a practical engineering question: how will responsibility be allocated when several organisations contribute to a programme?
A programme-specific implementation document could identify who controls configuration changes, qualifies suppliers, accepts hardware and investigates failures. Those are questions to ask of the eventual arrangements, not assertions that responsibilities have already moved or disappeared.
The same applies to the workforce. A general statement about the agency’s future cannot resolve every question about a particular production team or explain how tacit engineering knowledge will be retained during a transition.
The official clarification establishes the government’s stated direction. The next reporting step is to examine concrete transfer agreements and implementation plans against that direction, rather than infer operational outcomes from institutional reassurance alone.
