India Commissions Indigenous 'White Rabbit' Network to Secure Indian Standard Time
India has commissioned an indigenous 'White Rabbit' fibre network to distribute Indian Standard Time with sub-nanosecond precision, cutting critical infrastructure's reliance on foreign satellite timing under the 'One Nation, One Time' initiative.

Every UPI payment, stock trade, mobile call and power-grid switching event in India carries an invisible ingredient: a precise timestamp. For years, most of that timing has been pulled from foreign satellite systems such as GPS — an arrangement that is convenient in peacetime but fragile in a world of spoofing, jamming and geopolitical risk. On 18 July 2026, the government took a concrete step to close that gap, commissioning an indigenous network to distribute Indian Standard Time (IST) with laboratory-grade precision.
What was launched
Union Minister for Consumer Affairs, Food and Public Distribution Pralhad Joshi commissioned the "IST Dissemination Demonstration Network" at the Regional Reference Standards Laboratory (RRSL) in Jakkur, Bengaluru. The project is a collaboration between the Department of Consumer Affairs, the CSIR-National Physical Laboratory (CSIR-NPL) — India's official custodian of time — and the Indian Space Research Organisation (ISRO).
The network's job is deceptively simple: take the national reference time kept by CSIR-NPL and deliver it, unaltered and tamper-resistant, to the banks, exchanges, telecom operators and utilities that depend on it. Crucially, the time signal is traceable to UTC (NPLI), the coordinated universal time scale maintained by the national laboratory, rather than to a foreign source.
Inside the White Rabbit technology
The demonstration relies on "White Rabbit," a Precision Time Protocol (PTP)-based synchronisation technology originally developed for particle-physics experiments, where thousands of instruments must agree on time to a hair's breadth. White Rabbit is capable of synchronising distant clocks to sub-nanosecond precision over standard optical-fibre links — orders of magnitude tighter than the millisecond-scale accuracy most enterprise systems settle for today.
That precision matters. CSIR-NPL's timekeeping is anchored by a bank of caesium atomic clocks and a hydrogen maser stable enough that they would drift by roughly a second only over hundreds of thousands of years. Distributing that stability across a fibre network — rather than beaming it down from satellites — gives critical infrastructure a sovereign, hard-to-spoof timing backbone.
Proving it works
Alongside the launch, the ministry and CSIR-NPL completed a verification exercise with the Securities and Exchange Board of India (SEBI), the National Stock Exchange (NSE) and state-owned telecom operator BSNL, transmitting secure time between the Bengaluru laboratory and NSE's facility in Chennai. Financial markets are among the most demanding users of accurate time: regulators require trades to be timestamped consistently so that order sequencing can be audited, and even microsecond discrepancies can distort a picture of who acted first.
One Nation, One Time
The network is the operational edge of the government's "One Nation, One Time" initiative, which aims to make a single, authoritative Indian time source available across banking, telecommunications, power grids, transportation, defence and digital governance. The broader vision fits squarely within the "Viksit Bharat" push for technological self-reliance: reducing dependence on external timing infrastructure that India neither owns nor controls.
For sectors that already run on tight synchronisation — 5G networks handing off calls between towers, grid operators balancing supply and demand, data centres logging transactions — a domestic, precisely traceable time signal is both a resilience upgrade and a security one. If satellite timing were degraded or denied, a fibre-delivered national standard offers a fallback that stays under Indian jurisdiction.
Why it matters
The demonstration network is a first step rather than a finished rollout; scaling it nationwide will mean extending secure fibre links and onboarding more critical users. But it signals intent. Timekeeping rarely makes headlines, yet it underpins nearly every digital system a modern economy runs on. By stitching together the metrology expertise of CSIR-NPL with ISRO's engineering reach and the Department of Consumer Affairs' legal-metrology mandate, India is treating time itself as strategic infrastructure — something to be produced, protected and distributed at home.
