India and the European Union used the third meeting of their Trade and Technology Council (TTC) in Brussels on 15 July 2026 to move their relationship from broad intent toward concrete deep-technology cooperation — most notably by agreeing to begin formal negotiations for India to associate with Horizon Europe, the bloc's flagship, roughly €93.5 billion research and innovation programme.

A widening technology axis

Launched in 2023, the India-EU TTC is one of only two such councils the EU maintains — the other is with the United States — which underscores how central New Delhi has become to Brussels' technology strategy. The third ministerial was co-chaired on the EU side by Executive Vice-President for Tech Sovereignty, Security and Democracy Henna Virkkunen, Trade and Economic Security Commissioner Maroš Šefčovič, and Startups, Research and Innovation Commissioner Ekaterina Zaharieva. India fielded a similarly senior team: External Affairs Minister S. Jaishankar, Commerce and Industry Minister Piyush Goyal, and Minister of State for Electronics and IT Jitin Prasada.

The Horizon Europe prize

The headline outcome was the decision to open negotiations on India's association to Horizon Europe, with both sides aiming to conclude talks before the end of 2026 and, if successful, bring India in as an associate from 2027. Association is significant: it would let Indian universities, laboratories and companies bid for EU research grants directly and lead collaborative consortia, rather than participating only at the margins. For a country trying to lift its gross expenditure on R&D and plug its researchers into global science networks, direct access to Europe's largest funding pool is a substantial prize.

Deep tech from EVs to 6G

Beyond the research programme, the council set up practical vehicles for collaboration. The two sides agreed to establish the first EU-India Innovation Hub focused on electric-vehicle charging technologies and testing — an area where common standards and interoperable hardware could ease market access in both directions. They also committed to step up cooperation across a cluster of frontier fields: semiconductors, high-performance computing, quantum technologies, artificial intelligence and 6G. These are precisely the domains where both partners are wary of over-dependence on a small number of suppliers, and where shared standards and joint research can build resilience.

A startup and clean-tech track

The TTC also launched an EU-India Startup Partnership centred on deep-tech clean technologies, aimed at connecting founders, investors and research institutions on both sides. That dovetails with a broader clean-and-green-energy work stream — one of the council's three working groups, alongside strategic technologies/digital governance and trade, investment and resilient value chains. The structure reflects a deliberate choice to knit together industrial policy, climate goals and technology sovereignty rather than treating them as separate conversations.

Why it matters for India's deep-tech ecosystem

For India's frontier-technology community, the meeting matters on two levels. Symbolically, it cements India's status as a trusted technology partner for the world's largest single market at a moment when supply chains for chips, batteries and critical minerals are being redrawn along geopolitical lines. Practically, association with Horizon Europe and dedicated hubs for EV charging, semiconductors and quantum could translate into funding, joint patents and market access for Indian institutions and startups — the kind of concrete pipelines that turn diplomatic communiqués into laboratory and factory activity.

What to watch

The hard work now shifts to the negotiating table. Association agreements hinge on questions of budget contributions, intellectual-property terms and reciprocity, and the end-2026 deadline is ambitious. Equally, the semiconductor, quantum and 6G commitments will be judged by whether they yield funded projects and standards work rather than statements of intent. But by tying a concrete research-funding pathway to a structured deep-tech agenda, the third TTC gave the India-EU technology relationship its clearest roadmap yet.
