Arvind Krishna Confirms Amaravati Will Host One of India's First Physical IBM Quantum Computers
IBM chairman and CEO Arvind Krishna has confirmed that Amaravati will host one of the first two physical IBM quantum computers deployed on Indian soil, with commissioning targeted for September 2026.

IBM chairman and chief executive Arvind Krishna has confirmed that Andhra Pradesh's greenfield capital, Amaravati, will host one of the first two physical IBM quantum computers to be deployed on Indian soil, with commissioning targeted for September 2026. The confirmation, reported this week, turns a year-old memorandum of understanding into a hardware timeline — and puts India on a very short list of countries with an IBM quantum machine actually running on their own ground rather than accessed remotely over the cloud.
What is being installed
The machine planned for Amaravati is an IBM Quantum System Two, IBM's modular architecture first unveiled globally in December 2023, configured around a 156-qubit Heron processor. System Two is built to be extensible — additional Heron-generation processors and control electronics can be added within the same cryogenic and classical-computing envelope — which is why IBM and its partners have pitched Amaravati's installation as the anchor for a longer-term quantum-computing capability rather than a one-off showpiece machine.
The hardware will sit inside the Quantum Valley Tech Park coming up at Uddandarayunipalem, on the outskirts of Amaravati — Andhra Pradesh's flagship attempt to build a quantum-computing cluster that brings together government, industry, academia and startups under one roof. India has previously accessed IBM's quantum systems only through the cloud, as one of dozens of countries in IBM's global Quantum Network; a physical, on-premises system changes that relationship, since workloads can run on sovereign infrastructure without leaving the country.
The trilateral deal behind it
The Amaravati installation traces back to a trilateral memorandum of understanding signed on May 2, 2025 between the Government of Andhra Pradesh, IBM and Tata Consultancy Services, under which the three parties agreed to deploy what was described at the time as India's largest quantum computer at the country's first dedicated Quantum Valley Tech Park. TCS's role goes beyond hosting: the company has said it intends to develop quantum use cases spanning life sciences, materials science, supply-chain optimisation, energy, cryptography and sustainable manufacturing on top of the machine, aiming to translate qubit-level capability into problems Indian industry actually has.
Arvind Krishna's remarks this week are the first time IBM's own chief executive has attached a firm commissioning window — September 2026 — to that 2025 agreement, and the first confirmation that Amaravati specifically, rather than another Indian city under consideration, will be the site for one of the two initial machines.
Why the timing matters
The announcement lands in the same month that Andhra Pradesh's Quantum Valley push has been advancing on a second front: the state government has cleared an 8.5-acre Quantum and AI University campus at Acharya Nagarjuna University in Guntur, with degree and skilling programmes in quantum computing, AI, VLSI and chip design due to begin in temporary facilities this month, backed by a proposed outlay of roughly ₹730.7 crore. Read together, the two moves describe a single bet — that Amaravati becomes not just a place that hosts quantum hardware, but one that trains the workforce to use it, in explicit alignment with the National Quantum Mission, the IndiaAI Mission and the India Semiconductor Mission.
The timing also matters competitively. India's other quantum hardware efforts have mostly been announced in the past year: C-DAC has placed an order for a 108-qubit Rigetti system, Bengaluru-based QpiAI has opened a quantum-chip foundry aiming at 10,000-qubit processors by 2027, and Tamil Nadu has signed four separate quantum MoUs at its Vetri investment conclave. An operational IBM System Two in Amaravati, if it is commissioned on schedule, would be among the first of these to move from announcement to running hardware — a meaningfully different milestone than a fabrication line under construction or an MoU on paper.
What it changes, and what it doesn't
A single 156-qubit System Two does not, on its own, give India an independent frontier-quantum-computing capability; IBM's roadmap already points toward machines with thousands of qubits elsewhere in its network, and error-corrected, fault-tolerant quantum computing — the point at which quantum computers reliably outperform classical ones on commercially important problems — remains years away by IBM's own public estimates. What changes is access and latency: Indian researchers, TCS's quantum team and eventually Quantum Valley's startup tenants get queue priority and lower-latency access to real quantum hardware, rather than sharing global cloud capacity with users everywhere else in IBM's network.
For Andhra Pradesh, the more immediate stakes are economic. Quantum Valley is central to the state's pitch that Amaravati can be a genuine deep-tech hub rather than only an administrative capital, and a working quantum computer — however modest by the standards machines will reach later this decade — is a concrete, photographable anchor for that pitch in a way that MoUs and groundbreaking ceremonies are not. Whether TCS's promised use cases in materials science, cryptography and supply chains produce results Indian industry actually adopts is the test that will follow commissioning, not precede it.
