Hindalco Emerges as Sole Bidder for India's First Privately Funded Bharat Small Reactor
Hindalco Industries is reported to be the only firm to have submitted a formal proposal to NPCIL for a 220 MW captive Bharat Small Reactor — an early test of India's push to open nuclear power to private industry.

A metals major steps into nuclear power
Hindalco Industries, the Aditya Birla Group's flagship metals company, has emerged as the only firm to submit a formal proposal to the Nuclear Power Corporation of India Limited (NPCIL) for a 220 MW Bharat Small Reactor (BSR) under a captive-power model, according to reports in the week ending 29 July 2026. If it proceeds, the project would be among the first concrete steps in India's effort to open nuclear power generation to private industry.
The BSR programme envisions compact, factory-proven 220 MW pressurised heavy-water reactors (PHWRs) built to supply clean, round-the-clock electricity directly to energy-intensive industries. For a company like Hindalco — whose aluminium smelting consumes vast, continuous quantities of power — a captive nuclear unit offers a route to decarbonise operations without depending on the grid or on intermittent renewables.
How the captive model works
The arrangement NPCIL has designed is unusual for India's tightly state-controlled nuclear sector. Under it, the industrial partner provides the land and cooling water, funds the entire capital investment, and bears the running costs — fuel, operations, waste management and eventual decommissioning. NPCIL, in turn, retains responsibility for reactor design, quality assurance, construction supervision, and the actual operation and maintenance of the plant, preserving the national operator's monopoly on running reactors and handling nuclear material.
In exchange for financing and hosting the reactor, the industrial partner receives the entire electricity output for its own captive use and pays NPCIL an expertise fee linked to generation. The structure is intended to unlock private capital and demand while keeping safety, fuel and operational control firmly within the state nuclear establishment.
Why only one bidder
NPCIL issued its request for proposals toward the end of December 2024 and later extended the submission deadline to 31 March 2026 to allow wider participation. Several heavyweight industrial names — including Tata Power, Reliance Industries, Jindal Steel, JSW Energy and Adani Power — had earlier expressed interest and completed preliminary formalities. Yet, as of late July 2026, Hindalco is reported to be the only company to have filed a formal, binding proposal.
That gap between interest and commitment underlines how much still has to fall into place before private capital flows into Indian nuclear power at scale. Long construction timelines, the sheer size of the upfront investment, unresolved questions on liability, and a regulatory framework still being rewritten all give would-be investors reason to wait.
The bigger policy picture
India signalled its intent to bring the private sector into nuclear energy in the 2024–25 Union Budget, which flagged partnerships for developing small modular reactors (SMRs) and Bharat Small Reactors and set aside support for research into newer reactor technologies. The government has also proposed amendments to the Atomic Energy Act and the Civil Liability for Nuclear Damage Act — long seen as the key legal bottlenecks — to permit private participation and ease the supplier-liability concerns that have deterred investment for more than a decade.
Nuclear power currently supplies only a low single-digit share of India's electricity, but it is central to the country's pledge to reach net-zero emissions by 2070 and to provide the firm, dispatchable clean power that a fast-growing, increasingly electrified economy will need. Captive reactors for heavy industry — steel, aluminium, cement, chemicals — are one of the most direct ways to cut emissions from sectors that are otherwise hard to abate.
What Hindalco stands to gain
For Hindalco, the logic is straightforward. Aluminium is one of the most electricity-intensive industrial processes in the world, and power can account for a large slice of production cost. A dedicated 220 MW reactor would give the company a predictable, low-carbon baseload supply for decades, insulating it from fuel-price swings and helping its products meet the tightening carbon-footprint expectations of export markets, particularly in Europe.
The move also positions the Aditya Birla Group as a first mover in a market that could expand rapidly if the legal reforms land and the first captive projects prove the model. Being the sole bidder now could translate into an early-mover advantage later.
The caveats
None of this is settled. A proposal is not a sanctioned project, and the reactor would still need site clearances, regulatory approval from the Atomic Energy Regulatory Board, and — crucially — the passage of the enabling legal amendments. Build times for even proven PHWR designs run to several years. The captive-BSR concept remains, for now, a carefully structured experiment in bringing private money into one of India's most guarded strategic sectors.
Still, Hindalco's proposal turns an abstract policy ambition into a specific, costed plan on NPCIL's desk — and gives India's private-nuclear push its clearest test case yet.
