Centre Clears Two Electronics Manufacturing Clusters in Tamil Nadu Worth 1,012 Crore
The Centre has sanctioned two Electronics Manufacturing Clusters in Tamil Nadu — at Manallur and Pillapaikkam — worth 1,012 crore rupees, announced by Ashwini Vaishnaw in the Lok Sabha on 22 July 2026, adding to India's push to localise electronics production.

The central government has approved two new Electronics Manufacturing Clusters (EMCs) in Tamil Nadu, at Manallur and Pillapaikkam, with a combined project cost of 1,012.02 crore rupees. Union Minister for Electronics and Information Technology Ashwini Vaishnaw disclosed the sanction in a written reply in the Lok Sabha on 22 July 2026, adding another pair of anchor sites to India's drive to localise electronics production.
The two sites
The larger of the two clusters will come up at Manallur in Tiruvallur district, spread across 474.3 acres at a project cost of 587.47 crore rupees. The site sits roughly 40 kilometres from Chennai, giving tenant firms convenient access to the city's ports and logistics network — a meaningful advantage for an industry that imports components and exports finished goods on tight schedules.
The second cluster, at Pillapaikkam, covers 379.3 acres with a project cost of 424.55 crore rupees. Both locations are established estates of the State Industries Promotion Corporation of Tamil Nadu (SIPCOT) rather than greenfield land, which should shorten the time needed to bring basic infrastructure online.
What an EMC provides
Under the Electronics Manufacturing Cluster scheme, the government funds shared, world-class infrastructure — roads, power, water, effluent treatment, common facilities and ready industrial plots — so that manufacturers can set up plants without each building supporting utilities from scratch. The aim is to lower the entry cost and time-to-production for electronics firms, attract investment, strengthen local supply chains and generate employment in and around the cluster.
By concentrating suppliers and assemblers in one location, clusters also help build the dense supplier networks that electronics manufacturing depends on, where component makers, tooling shops and logistics providers benefit from being close to their customers.
Part of a wider push
The Tamil Nadu approvals are one thread in a much larger national effort. India has been layering incentives across the electronics and semiconductor value chain — from the India Semiconductor Mission that funds chip fabrication and assembly-and-test plants, to production-linked incentive schemes for mobile phones and components, to the cluster scheme that provides the physical land and utilities. Tamil Nadu has emerged as one of the country's leading electronics hubs, hosting large contract manufacturers and a growing base of component suppliers, and the two new clusters are intended to give that ecosystem more room to expand.
For the broader deep-tech story, electronics manufacturing infrastructure is foundational. Advanced products — from consumer devices to industrial systems and eventually locally packaged semiconductors — need a reliable base of plants, suppliers and skilled workers. Clusters like Manallur and Pillapaikkam are the unglamorous groundwork on which higher-value manufacturing is meant to be built.
What to watch
The sanction covers the creation of the clusters; the real test will be how quickly the sites are developed and how much private manufacturing investment they attract. SIPCOT's existing estates and Chennai's logistics links work in their favour, but converting approved infrastructure into operating factories and jobs will take sustained execution. If the clusters fill with tenants at the pace the government hopes, they will reinforce Tamil Nadu's position as a cornerstone of India's electronics manufacturing map.
