Rosatom Offers Reactor Options to India at INNOPROM
September reporting describes a portfolio offer covering large and small reactors. It does not establish a new construction contract, a selected SMR design or a deployment date.

Rosatom has offered India a portfolio of nuclear-reactor options, according to Business Standard's 11 September report on discussions at INNOPROM. The offer covered large reactors and smaller designs as India considers expansion of nuclear generation.
The reported venue was INNOPROM, held from 9 to 11 September. The story should not be labelled as a reactor agreement concluded at the BRICS summit.
An offer is an early commercial step
The report describes Rosatom representative Kirill Komarov briefing Russian and Indian officials on the company's options. It does not establish that India selected a new small modular reactor, signed a construction contract or approved a deployment timetable.
Russia and India already cooperate at Kudankulam. That operating and construction programme provides context for the relationship, but it is distinct from a new portfolio offer. A photograph of the existing station would not show a newly agreed SMR project.
The questions a reactor proposal must answer
Reactor size is only one part of a project decision. A proposal also needs a defined site, regulatory assessment, construction and financing arrangements, and plans for fuel and long-term operation. None of those steps can be assumed from an expression of willingness to supply technology.
For smaller designs, the useful comparison includes the intended application, the number of units required, the state of the design and the evidence behind construction and operating-cost estimates. The label “SMR” alone does not establish those characteristics.
The September report is therefore best read as an account of commercial options being presented. A subsequent contract, official selection or detailed project announcement would be a separate and more concrete milestone.
