Madhya Pradesh Semiconductor Summit Draws ₹5,800 Crore in Proposals as the State Plans Chip and Photonics-Quantum Centres of Excellence
Madhya Pradesh's semiconductor summit in Indore drew about ₹5,800 crore in investment proposals and letters of intent for projects including a ₹6,415 crore Gwalior data centre, as the state announced centres of excellence for semiconductors and for photonics and quantum technologies.

India's semiconductor map has so far been drawn around a handful of states — Gujarat, Assam, Uttar Pradesh, Tamil Nadu, Karnataka and Telangana among them. Madhya Pradesh wants to be added to it. At the MP Semiconductor Summit 2026, which opened in Indore on Friday, 23 October, the state said it had received investment proposals worth about ₹5,800 crore in semiconductors and related technology, which Chief Minister Mohan Yadav said could create more than 10,000 jobs.
The two-day event at Indore's Brilliant Convention Centre combined investment pitches with announcements meant to give the state a research and skills base: two new centres of excellence, five institutional MoUs, and letters of intent for land and office space.
The headline numbers — and how to read them
Several figures circulated at the summit, and they are not the same thing:
- ₹5,800 crore is the value of investment proposals, or expressions of interest, reported from more than 12 investors. These are not committed investments.
- ₹9,625 crore is the combined proposed investment of five companies that received letters of intent for land in Bhopal, Indore and Gwalior, expected to create more than 4,450 direct jobs. Reports describe these as a separate set of projects that should not be added to the ₹5,800 crore.
- More than 1,000 delegates attended, according to one report, including delegations from Japan, South Korea, Taiwan and Sweden.
Letters of intent are an early step. The jobs and investment figures will depend on how many of these projects are actually built.
Who got what
The largest land allotment by value is not a chip plant at all but a data centre: Cytech RE plans a 50 MW hyperscale data centre at Ganga Malanpur in Gwalior, with a proposed investment of ₹6,415 crore. Kaynes Electronics, part of the Kaynes group that is also building an OSAT (assembly and test) plant in Sanand, Gujarat, will set up an electronics manufacturing unit at the IT Park in Badwai, Bhopal, with an investment of ₹310 crore.
Seven companies also received letters of intent for office space in Indore. The largest allocation, 16,508 sq ft, went to Bengaluru-based ADT Semiconductors, which plans an R&D design centre and a Maven Silicon Centre of Excellence for chip-design training.
Centres of excellence and MoUs
Yadav announced plans for two institutions:
- A Semiconductor Centre of Excellence, aimed at research, chip design and skill development.
- A Centre of Excellence for Photonics and Quantum Technologies, an unusual addition for a state-level chip programme and a signal that Madhya Pradesh wants a stake in the research layer, not only in assembly and electronics manufacturing.
He also said semiconductors, electronics manufacturing, advanced packaging and chip design would be prioritised in the development of the Indore–Ujjain Economic Corridor. The state promised investors single-window clearances, faster approvals and access to power.
The Madhya Pradesh State Electronics Development Corporation signed MoUs with five institutions: the Electronics Sector Skills Council of India, SEMI India, the government's Semiconductor Laboratory (SCL), Mohali, the London-based International Semiconductor Industry Group, and the Indian Institute of Creative Technologies, Mumbai. Most of these are about skills and industry links. The SCL tie-up stands out because SCL is India's only government-owned fab and a hub for indigenous chip development.
Where this fits
Madhya Pradesh already has one large packaging project on paper. In July 2026, Paras Semiconductors, a subsidiary of Paras Defence and Space Technologies, signed an MoU with the state for an OSAT facility in the Indore–Ujjain region, with a proposed investment of about ₹6,200 crore on 50 acres. The plant is slated to focus on advanced packaging — 2.5D and 3D heterogeneous integration, hybrid bonding and chiplet integration. Commercial production timelines and confirmed capacities have not been disclosed.
The summit comes as the Centre has moved to the second phase of its chip programme. With the ₹1.27 lakh crore Semicon 2.0 scheme now notified, states are competing to attract the next wave of fabs, OSAT units, design centres and component suppliers — usually by adding their own subsidies on top of central support. Tamil Nadu launched its own semiconductor scheme earlier this month.
Madhya Pradesh's pitch rests on central location, land availability and a growing IT base in Indore. The challenge, as with every state summit, is conversion: turning proposals and letters of intent into facilities that are built and running. One report noted that the state's ability to turn investor interest into operational facilities will decide whether the employment projections are met.
Why it matters
For India's chip ambitions, spreading activity beyond a few clusters matters for both resilience and talent. Packaging, testing, design services and electronics manufacturing are where most semiconductor jobs in India will be created in the near term, and they need a skilled workforce spread across many cities. The Madhya Pradesh model — skills MoUs, a design centre, a packaging plant on paper and a photonics-quantum research centre — is an attempt to build that ecosystem from the ground up. The next 12–18 months, as land allotments turn into construction or fall through, will show how much of the ₹5,800 crore becomes real.
